Will Windows 8.1 be an upgrade, a refresh, on new install?

Will Windows 8.1 be an upgrade, a refresh, on new install?

If its an upgrade, all programs still installed, I'll do it. If its a refresh probably not (yes it keeps the installed apps but that's not any help.) If its a complete reinstall, no way.

Anyone know what the plan is?

It's an upgrade, but you won't be able to move from the Preview to RTM without losing all your programs and apps. Upgrading from Windows 8 to 8.1 is a different story, all your programs and apps will be kept. If you want to test the Preview I seriously suggest not to upgrade from your production system.

    Hello Dave,

    It depends.

You can do a clean install or upgrade with Windows 8.1. Your choice.

If you upgrade from Windows 8 to Windows 8.1 Preview, then you will only "Keep your files" and not apps or settings when you upgrade from Windows 8.1 Preview to Windows 8.1 RTM (final) when it's released around October/November 2013.

If you upgrade from Windows 8 to Windows 8.1 RTM (final), then you could keep your files, apps, and settings.

I'm a little confused here. I put the Preview on an older computer so I'm not worried about installing Windows 8.1 where the preview is.

You say I can do a clean install or upgrade with Windows 8.1. That sounds good based on what I think of as an upgrade.

Then you say if you upgrade 8 to 8.1 RTM you keep your files and apps and settings. I don't call that an upgrade because I have to reinstall all my programs albeit with their settings already available. I have about 50 programs of various sorts. That sounds like the Windows 8 Refresh unless by "apps" you also mean desktop programs.

If you upgrade from 8 to 8.1 (preview) you keep everything.
If you upgrade from 8 to 8.1 (RTM) you keep everything.
If you upgrade from 8.1 (preview) to 8.1 (RTM) then you loose your programs.

That sounds good. I've been thinking an upgrade is like a service pack so I like "If you upgrade from 8 to 8.1 (RTM) you keep everything."

Any idea what its going to cost?

What I did a few days ago was make an Image with Macrium and then upgraded to 8.1. I tested all my programs and peripherals and had just a few minor glitches with just 3 programs. I have restored my image and now plan to install 8.1 as a virtual drive to play with its updated features. I least now I know what to expect on final and will check on those 3 programs for fixes.

Every time I try to upgrade from 8 to 8.1 from the store it gets almost to the end then I get a blue screen stating PROCESS_HAS_LOCKED_PAGES. My system reboots and restores back to original windows 8. I have tried four times now with no success.
