You can probably run Win 8 32 bit, but you have minimum hardware and it probably will not run very well.

If this is a Dell, what is the model number, and I can check to see if Dell supports Win 8 on that model. Dell, in many cases, uses proprietary hardware and some devices will require Dell supplied drivers to operate or operate correctly.

I got some questions to the OP:
1. Is the Pentium 4 the 478 socket or the LGA775 socket?
2. Is the computer home built or factory made?
3. What is the brand of the Video Card?

That is actually wrong. A Pentium 4 3.0 GHz w/ 2GB can easily handle Windows 8, but I agree with the proprietary hardware thing, although if his computer already runs Windows 7 there's a 90% chance that he can get all drivers working.

It doesn't make your rig a home built one.

You need to know what integrated graphics you have, for example: 915G Express, 945GX, 965GX etc...
You may find drivers for those chips on the Windows Update Catalog or try Windows 7 ones.
