Which processor are you using? And or Intel? I would check BIOS settings and turn off any type of throttling/power saving mode. Especially if A.m.d.
A way to tell is use a CPU I.d. like program. Changing speeds below 1g would do this and prevent installation.

I know people hate hearing this. Have you checked the mem test program from Microsoft? New hardware might have problems. And this did work for me once. Just removing one stick of memory. And I was able to install win 8.
but more then likely the following will be more helpful.
Check the bios for "Enhanced Speed-Step." Try turning off automatic speed and try turning up the voltage to 1.6 in the dram. And turning off c1 power saving. Try the turning off one at a time.
Until the management inside, bios, 7/8, or Intel drivers catch up to this problem. This is a temporary solution. But should work. At least the instrumentation inside 7/8 will report this. So my guess is no need to open a solution with Microsoft. I know they do read the posts. So eventually things will improve
But Please, please be sure to research this. My primary system is a x58 i7 920. So I'm not as sure about this stuff. Any mods might fry the system. Just a disclaimer. This should help beginning to troubleshoot the problem
DP55WB & Core i5 + Win7 + Speedstep =...
Intel DP55WB + i5 750 = Unstable!

Thanks dude, what the only idea that i had is that i5 has 4 cores and each core is less than 1ghz - which could prevent from installing win8...

I however heard that there is a file somewhere in the windows installation directory that prevents me from installing it if i don't meet certain requirement. For example in winsows 7 there is a file which you can disable that checks how much RAM you got. if you modify it then you can install win7 even if you have 100 mb of ram ;D

Also its gotta be a mistake from Microsoft.. i mean com on i5 is the most common cpu at the moment... its gotta work ! I installed win8 on my netbook which is 1.2 ghz!!! lol
