We always assume you have made your Recovery Disks using the OEM manufacturer's Recovery Media Creator app the first day you had your new PC.
& made the Startup Repair CD.

System Repair Disc - Create in Windows 8

Your problem is probaby not the bootmgr, but the MBR which needs to be fixed. Try to do that with the bootable CD of Partition Wizard. See last box on the webpage:

Free download Magic Partition Manager Software, partition magic alternative, free partition magic, partition magic Windows 7 and server partition software - Partition Wizard Online

If you can boot to a Windows 8 command prompt, you can boot to Automatic Repair.

When looking for a 3rd party Recovery software, should have full support for Windows 8, uEFI, GPT & Secure Boot.
    Which is signed by Microsoft.

If you don't have a copy of win 8 and cannot access the recovery drive then here is something that you can do:

Go to MS and download a copy of Windows 8 Enterprise. Burn this either to a DVD or Flash Drive. Now using Enterprise boot up and install. This will allow you to get back to Win 8. You can use Enterprise free for ninety days, thus this should give you time to contact the Manufacture via the web and get a set up Recovery Disc from them. The recovery disc will usually run you about $15.00 to $20.00. . .Good luck

When you boot the system, can you get into the bios? If you can, do you see a boot option that says Windows Boot Manager and have you tried setting that to first priority and saving that setting and rebooting?

You might try from the command prompt, a bcdboot C:\Windows which might get you booting again... hard to say. This would of course depend if the Windows 8 OS partition was C: while you were in the command prompt.

But you have a UEFI install. You probably booted the install media as MBR, which should have stopped before it even started... Windows 7 will usually refuse to boot at all in a Windows 8 Secure Boot system.
