windows 8 install glitch

Recently I attempted an install of windows 8 on a hp touch-smart During the process (near the end) power failed and the computer lost power...now its calling for a re-install but I cannot get the comp to boot from the cd/dvd and it wont let me change it in the bios. it allows me to change boot order but even then it refuses to boot from the dvd drive...any ideas?

Try booting the DVD from the One Time Boot Menu.

I assume you are trying to boot from a Win8 installation DVD. I assume you are not trying to install under UEFI. Please clarify if either of my assumptions is incorrect.

Given what's above, if you are trying to boot from a Win8 installation DVD, then, maybe, an alternative would be to boot from an install flash drive. Do you have a Win8 ISO that could be used to create such a flash drive? See Create Bootable USB or DVD with Windows 8 ISO. If you don't have an ISO, and given an appropriate product key and access to another a Win machine of the same "bitness" as that of your HP TouchSmart, you can use OPTION 1 here (Windows 8 Upgrade ISO - Download or Create) to produce ESD files than can be used in OPTION 2 of the same tutorial to create an ISO which, in turn, can be used to create an install flash drive as mentioned above.
