Error when installing Office 13

This is the error I am getting when trying to install office 13

I had it on there before, then "refreshed" my pc, which actually uninstalled ALL of my software when it says it wouldn't. Now I have to reinstall this, and I am getting this error.

yes, it says I have Net.4.0 installed and I just installed 18 updates. I enabled the IIS as well. Same thing!

Also in the "Turn windows features on or off" area, I have the IIS checked as well and am still getting the error.

What the hell? Since when did Microsoft Office requires IIS? That's a web server platform, the hell?

I'll look for an answer for this problem, sorry I couldn't help right now. I'll let you know what I find.
