Cannot Change PC Settings: Screen Blacked Out?

I have recently upgraded to windows 8 (clean install) and have become unable to use my Change PC Settings Option. The screen is totally messed up for some reason with most everything blacked out (see attached screen shot.) I have no idea, but it just all of sudden became this way.

I have a GTX 680 with 310.33 (latest) drivers installed.

Any help on this would be hugely appreciated! Thanks

Try uninstalling NVidia driver in Device Manager, reboot and let Windows find the driver for you.
