Screen messes up when about to install on DVD

I purchased, downloaded,burned to DVD. I put the dvd in my drive then when i booted to the installation screen. My screen messed up and when i moved my mouse it was like making a trail of pink,blue,green little error lines. I will update this thread when i take the picture of the installation screen later , i am not sure if i should post here but i really need help

Try redownloading the setup D/L from the email link & remake are disc.

I already tried that and it does not work. The download is not corrupted.

can i get a refund of window 8 that i brought here? Buy Windows - Microsoft Windows and pay what i paid for windows 8 that works for any system instead? i brought windows 8 pro from that site for 16$ but can i get windows 8 for any system for 16$ instead? i am very unhappy that i just wasted money on this and i cannot use it
