Had a bumpy W7 Home Pre -> W8 Pro upgrade, one final issue to sort out

Unable to open PC Settings, even after refresh.

Hi all. I just upgraded from Windows 7 Home Premium to Windows 8 just a few hours ago. I had numerous issues initially. Most of these issues were due to the fact that I stupidly backed up my W7 C:\ProgramData folder and then restored it after W8 finished upgrading. I thought I told it to not overwrite anything, but based on the issues I was having, I must have accidentally told it the opposite.

I got ahold of a customer support agent from Microsoft really quickly; no waiting time. I had an excellent experience with that person and was told to refresh my W8. I wasn't clear exactly what I'd lose, and the customer service agent didn't help make it any clearer. For the record, I lost all apps on my C drive and, while it reported it uninstalled most of the apps on my D drive, it did not - it just removed any connection Windows had with them (w/o removing the actual files), which caused some minor issues with some apps. Not a big deal.

So, I refreshed my W8. All is dandy. My Windows Update isn't hanging anymore, nor is attempting to restart. I install my drivers, I set up my power settings to make my SSD happy, etc etc. I still have one issue that remains:

Change PC Settings does nothing. This is an option in the charm menu(I think that's what it's called?), and it is also used for certain other tasks, like creating user accounts. When I click it, nothing happens. At all. Even after a refresh. I haven't found any solutions via my research as of yet.

Any help is highly appreciated. Thanks all!

I had a lengthy session with a Microsoft customer support agent agent, but they were unable to help me fix this issue. Do note that not only is PC settings not working, but the Control Panel in the Settings window opens the normal control panel, not the metro control panel. Any ideas?
