First round of updates actually shows the following under important updates:

Intel Corporation Driver Update for Intel(R) HD Graphics 61.7mb

    Published: 6/24/2015

There is no support Information for it, no Version #, and the right side pane does not say "recommended"... so I'm assuming they feel it is pretty much mandatory?

Screw that. My graphics are fine. I'm not installing it.

    Thank you.

I've re-installed every single update...including optional updates... except one. The one update I didn't install is:

Intel Corporation driver update for Intel(R) HD Graphics

    Download size: 61.7 MB

You may need to restart your computer for this update to take effect.

    Update type: Optional

This driver was provided by Intel Corporation for support of Intel(R) HD Graphics

I've hidden the update (wish I could make it disappear all together, but alas...)

My computer is working fine, and I've been able to power it off & on without issue since re-installing everything. No more BSOD Loop. I think I'll just stick with Intel HD Graphics Diver Version # 9.17.10.2828. It's old, but everything works fine for me. I'm not a gamer...I just stream HD videos and they look fine.

The point of relaying my story? Be wary of this update. I use a C855 Toshiba Laptop that came pre-installed with Windows 8.0. If anyone uses a similar computer, stay away from this update. Hide it.

Also, Be sure to set your Windows Update Settings to "Check for Updates but let me choose whether to download and install them". You'll just have to remember to check Updates at least once a week or so.

P.S. - My listing above shows it as "Optional" in that description, but Windows Update lists it with the Important Updates and tries to automatically install it. That's what repeatedly "Broke" my computer.

I hope this Graphics Driver isn't needed for Windows 10. If so...I'll be on 8.1 for a long time.

This driver has once again appeared on WIndows Update, now showing as 61.8mb (rather than 61.7mb as previously) and now classed as important.

I shall not be installing it based on my recent experiences with driver updates from MS.

Once bitten, twice shy comes to mind over this. I'm running 9.17.10.3517

So is this yet another update over the one you installed a couple of weeks ago ?

Well, that has installed OK... thanks So MS seem to have realised there was an issue and released a modified version. One setting I find does need altering (based on past experience) are the power saving features. When running on battery I used to find it would all inexplicably crash with a display that was so corrupt you had a job to find the shutdown or close icons.

I find these needed unticking on previous versions and so I'm assuming the same needs doing here.
