Having Issues Lowering My Refresh Rate - Help!

My refresh rate is set at 60p Mz and it wont give me other options to change it lower. Other people with the same laptop I got can change theirs lower. I got Windows 8.1 with Intel HD Graphics 4400. How do I fix this?

With laptops, I generally find that the OEMs have really good community support forums where folks can find out information like this. Suggest you look for the OEM support forum for your laptop. I'd give you a link, but you've not put that information in your system specs for us to see.
