Samsung U28D590D Monitor Issues

This problem is become a royal pain…
I bought a Samsung 4K Monitor (U28D590D) last December. At that time I was running Win 8.1 64bit, with an AMD based GFX card. I had the desktop set to its native of 3840 x 2160. Anytime the monitor would power down (go idle), or you turn it off, all my apps, explorer windows, are push to the upper left, and all get re-sized to smaller windows. And about half the time all my icons around the edge of my screen also get pushed to the upper left.
I called Samsung, this not a Samsung issue, it’s your display driver, call AMD. I called AMD, they worked with me for about month, and then the case fizzled out. About a month later a new AMD driver came out, and the problem was gone, and stayed gone around five months. I’m a gamer, and my AMD 7970 was getting dated, I wanted to enjoy my new games in 4K, so I bought a GTX 980 Ti a month ago. Everything AMD was removed, and cleaner run in Safemode, and then the nVidia cards was installed. With the new 980 Ti, the problem came right back the first time my monitor went idle. I called nVidia, and they said, the problem is not from our end, it’s your OS. Go to Win 10, because it has better support for UHD display resolutions. Installed Win 10 Pro 64bit when it released, no change, problem persists.
I called Samsung back up last Saturday, and they said, we have a driver for your monitor, this should fix the issue. Installed their driver, not only did it not fix the problem, but now my monitor stays on all the time, and will not go idle/sleep. The monitor display wise is gorgeous, but I beginning to wonder if there is actually something wrong with the monitor. I also tried lowering the resolution, but that made no difference. This weekend I going to connect my laptop to the monitor and see how it behaves. This just royal pain when nothing stays where you put, and “everything” gets shrunk down.
Help!

I'm not sure why this was moved, I rather doubt its a graphic card issue.
