Your best bet is trying the driver offered here under original drivers,

HP Software and Driver Downloads for HP Printers, Laptops, Desktops and More | HP® Support

    Attachment 63418
tried that, nothing listed for at least windows 8

Only one i found, back 2012, windows 7 as you listed too.

This one said it's for correct model, just choose correct OS 64bit or 32bit, which OP did, not working.

They need the chipset drivers first then, try the auto detect.

If it's not seeing the Nvidia graphics then the chipset is the likely cause because the specs show that as integrated graphics.

    The chipset is Nvidia.

Wait, so is this something I could fix? Do you think?

My PC runs fine, it's fast and never had any problems before this, which sucks.

    (appreciate all the help btw)

Yeah, just do not know what was done after put on and installed Windows 8 as it seemed from post to be working then, now after install of either an upgrade or clean install of Windows 8.1 it is using Microsoft driver, far as i understand it unless i am missing something.

Try the auto detect search here on the right, It should see your chipset and offer you drivers for it.

It's telling me " The NVIDIA Smart Scan was unable to evaluate your system hardware. Please use Option 1 to manually find drivers for your NVIDIA products. "

When you said at first post i installed a new version of windows 8.1, what did that mean exactly, from a disc or upgrade ? Did it work fine with what was before and what was that, Windows 8 or Windows 7 before this issue happened. Because if worked with windows 8 try figure why not with windows 8.1 as needs for chipset drivers be same unless possibly was Win 7.
