ATI Radeon HD 4800 is crashing my PC.

I have had some problems in the past with the HD 4800 drivers, where I needed to install unlicensed ones for certain games to run. And there used to be some display crashes while I played certain games on my PC. But yesterday, while playing a game, the monitor simply displayed "No signal detected" and went to a black screen. Restarting the computer didn't help, because after all the loading screens, right when it would show the desktop, it goes black. I did boot it up in safe mode, installed default Windows drivers, and boot it up in normal mode. But that only seems to make it work in normal mode for a short period of time, before it crashes again. One more thing: The motherboard screen, when booting up the pc, looks bugged out. There are some display glitches on it. So my question is: is my video card fried? Or is it a driver problem? And how do I solve it?

Also, some additional information: I am running on Windows 8.1.

And I just tried, before it crashed in normal mode, to update the drivers to the HD 4800 ones again, and it crashed to a cyan screen, and the error specified is: "VIDEO_TDR_FAILURE". Also, it might be coming from the outside, but I think I smell a soft fry smell around the pc (I clenaed it from dust yesterday).
