Beginning to wonder if it is the TV. Do you have another laptop to try with it?

This is starting to sound like a "handshake" problem. Check out

    Also here:
Connecting Your PC/Laptop to a TV Using HDMIWith more consumers using their PC or Laptop as a home theater source component, problems can arise when trying to connect an HDMI-equipped PC/Laptop to an HDMI-equipped TV. First, make sure that you go into your PC/Laptop settings and designate HDMI as the default output connection. If you can't get an image from your laptop to show up on your TV screen, try the following:
    1. Try booting up your PC/Laptop with the HDMI cable connected to a TV that is on.
    2. You can try booting up the PC/Laptop while the TV is off and then turn on the TV.
    3. If the above options don't work, try booting up the PC/Laptop first, and, with the TV on, connect the HDMI cable to both the PC/Laptop and TV.
If all those options fail, if your TV has a VGA input, you may have to use that instead.
    Final

I've played with the options of the Intel HD graphics program. Via one of those options I was finally able to get it done. My screen of my laptop is showing on my TV

That's good to know. Could you please tell which setting it was, what did you do to get it fixed?

I restarted my laptop with the cable plugged in and the tv on.
Thanks to my brother I knew I couldn't have the cable fully plugged in, the cable only reacts if its a little bit loose.
In the options of the program Intel(R) HD Graphics I choose export to>clone display>integrated screen + digital tv:

Apology for the language in the screenshot, i can't change the language in the program.

    Ik begrijp het Nederlands .

OK, so it might have as simple as a bit faulty HDMI port, if as you say the cable must be "a bit loose". I have one HP Envy laptop like that, I need to insert the HDMI cable then take it a millimeter or so back.

Main thing is you got it sorted.

solution for hdmi cable to tv has no sound on win 8.1

I have been struggling with this problem for months and have tried every suggestion I could find online and none worked in my case.
I have an HP laptop running Win 8.1.

but i FINALLY stumbled on the solution and will share it here ...

first, test your hdmi cable and make sure it is working properly. I have a second laptop (an Asus running Win 7) and connected that to my tv using my hdmi cable and the audio worked perfectly right away. so that ruled out any possible problems with my hdmi cable or my tv (note that my tv is a Philips and I will be referring to it in my solution described below).

the key is that you have to set your TV to be the DEFAULT device for playback sound. if you don't have this set, the audio will continue to come out of the default device, which is your computer ...

follow these exact steps in order:

    1) connect your hdmi cable to your tv but not to the pc
    2) turn on the tv (make sure that it is not muted) and set it to the hdmi source channel
    3) OK, go back to your pc now ... you need to access your computer's Sound option ... you can get to it from the control panel/Sound option or directly from the speaker icon in the taskbar as described below)
    4) RIGHT click the speaker in the bottom right of your pc screen, on the taskbar (you may need to customize your taskbar to force it to appear if it is not there already)
    5) select "Playback devices" from the menu that appears
    6) in the new window that appears labeled "Sound", note that there is one or more audio options there, but only one is the default (it is denoted by a green check mark)
    7) you want to see your TV appear in this list, but it is not there and that is the crux of this problem
    8) leave this Sound window open!
    9) find a video that you want to watch on your tv, open it and start playing it
    10) shrink the video window down enough so that it can be seen and the Sound window is next to it, completely visible as well at the same time
    11) plug the hdmi cable into your pc jack - your pc screen image will now be on your tv
    12) BUT if my solution works for you, when you look at the Sound window on your tv screen, it will now have one more playback device listed - your tv!! as I wrote earlier, I have a Philips brand tv and in my list of Sound playback devices, Philips is now in the list, whereas when I viewed this exact same window on the pc seconds earlier, it did not appear
    13) highlight your tv device in the list and click "Set default". make sure the green check mark is now on the tv device in the list, instead of on your pc speaker device. then click OK to close this Sound window
    14) your audio should now be coming from your tv, rather than your pc!!
    15) note that you need to do this every time you want to project your pc screen image via the hdmi cable to your tv. but when you switch back to your pc, the audio automatically defaults back to the pc speakers and your tv disappears from the list of devices
    16) also, once you test this and if it works for you, you can leave the hdmi cable plugged into your pc permanently (so you can ignore that instruction in step 1 above)

hope this works for some users, good luck
