Give this driver a try. I have an AGP 3850 and it is tested here with all different sorts of games. All is well.

This will install normally for you, without any hoops to jump through:

AMD Catalyst 12.3 (8.951.0 March 8) AMD Official WHQL drivers

Ya, that's not a driver problem. It looks to me like you have some kind of Arabic or other Mid-Eastern type of language set for Windows.

I'm in the US and fortunate enough that MS is also based here, so it is not necessary for me to deal with languages.

You can look into setting the proper Windows language for what you desire, along with the correct keyboard support for it.

I wish I could help you better than that, but I'm unaware how.

If you look at the first white line (Soulbound) it looks quite similar to the other picture. It's just missing a whole bunch of parts. I think it's just artifacts which seems to be common in windows 8 unless you get a good driver.

    Have you tried updating DirectX?

You can type dxdiag in the start menu then press Enter. What does it say for your Language?

Try entering the device manager to the Display Adapter. Right click, select Properties and driver tab. Roll back the driver.
