In my case that option implies trashing an HP EliteBook i7 Quad core with 16 GB of ram; a bit expensive don't you think?

True, especially when you would probably have to change the motherboard. This is a problem with most HP Notebooks.

Is this the driver you currently have on your system?

I know there is a compatible driver for the AMD Radeon HD 6470M but I do not remember where I saw it, still searching.

You are right I'd need to change the motherboard on a Notebook that has not been ever touched; that's not a trivial job. I'm working with this PC not time for experiments.

About the driver I'm actually using a newer one from HP website

It's can be not only software fault at the same your hardware fault also
try to remove the the of ATI Driver you are using and then install the old one
make sure your graphics quality gone after removing driver and restart every time after install/uninstall
And for the sleeping mode check the power saving setting and hdd up time make sure it always set to zero.

A hardware fault that suddenly appears right after a graphic driver update?
A hardware fault that "only happens" erratically when the PC comes back from sleep and never under any other circumstance? I do not think so. The PC never ever crashes nor has any problem except this one.

I cannot put the old driver back as it is not 8.1 compatible.

Are you suggesting that I have to cancel the "Sleeping" mode in my Notebook??? I cannot do that; The sleeping mode is there for a reason; I cannot shut down the PC every time I go away from my desk?

    Thanks

Possibly a Windows issue because I was running Windows 8.1 and whenever I woke up from sleep the same thing would happen on my GTX 560 TI not overclocked. I was forced to go to Windows 7 and I am not having that problem.

the funny thing is that the the driver for 8 worked perfectly with Windows 8 but the driver for 8.1 failed in 8, 8.1 and 8.1 update.
Its all about a LAZY company called AMD that does not fix the driver, probably thinking that I have to buy a newer model of Notebook.

Please consider my PC is an HP Elitebook 8460p and that the mentioned driver is the newest driver available provided by HP (AMD). I cannot just add a generic AMD driver because that's usually a recipe for disaster when dealing with notebooks.

Please try to install the generic drivers provided by AMD Mobile - they may solve your problem!
    Good luck
