Unable to install GTX 670 drivers to windows 8.1

Hello everyone i hope someone can help me out, I have read many many forum tips regarding fixes for this issue. But before that let me explain what my situation is and then i will go onto what i have tried.

    System Specs:
    -AMD FX-6350 6 core (CPU)
    -Hyper 212 Evo (CPU Cooler)
-Asus GTX 670 2GB Top edition (GPU)
-Samsung 120GB 840 EVO SSD (OS Drive)
-WD Blue 1TB HDD (Storage/Game Drive)
    -Asus M5A97 R2.0 AM3+ (MOBO)
-8GB 1600mhz Corsair Vengance Blue Ram (RAM)
    -Seasonic M12II 620 Bronze 620GM2 80Plus (PSU)
    -Display: Asus VH238H-P 23 Inch
    -Corsair K70 Keyboard
    -Logitech G400 Mouse

OKAY.. so I had Windows 7 64 bit installed for a while, then i decided to make the jump to Windows 8.1 when i found it on sale online.
I downloaded Windows 8.1 64 bit to a USB boot drive, but saved that for later and installed Windows 8.1 from the desktop as an "Upgrade" from my current system.
Then after installing all drivers and setting up my Windows Profile everything was perfect no issues, gaming was awesome, overall the system was great as it should. BUT one day (about 3 weeks after installation) i was playing League of Legends and my screen went black mid game. I reset the computer and from there on out I have been getting the black screen and have been unable to install the Latest and/or previous Nvidia Geforce Drivers(337.50) and every time I've had to Reboot in Safe Mode to uninstall the current drivers and or disable the "Video Adapter" to be able to access the desktop.
1st method: I tried everything from preventing Windows Update to install anything, and then downloading GeForce Drivers going into safe mode with not network access then installing from there but the installer would reach the "restart to install updates" then upon restart the black screens would occur.
2nd Method: Tried to allow windows to install drivers on It's own and it did install the "Officially" drivers 335.23 but they failed to install just as the previous method did.
3rd Method: Removing Re-seating the RAM, and Video Card and checking cables and fans making sure everything was functioning properly. after removing and re-seating the Components I tried methods 1 and 2 a few times with no success.
Thanks for any help in advance!

Hi, did you try to install the drivers provided on the Asus site? Did you install the latest chipset drivers? Check these suggestions if you hadn't already.

Hello werty, Yes i did i tried the asus drivers, 314.22 drivers that some forums were suggesting worked. I also tried the current drivers and the beta drivers that are were released in china. (each installation was done after ddu removal via safe mode).

Only the 337.61 hot fix drivers managed to fully install ONCE (all the others went black a little bit after the installation and eventually restarted with the black screen loop), but when i restarted the computer windows would not boot, it would just Loop the Black screen until i was able to get in safe mode and remove the drivers with ddu and then i would get back into the desktop reset and retry.

    suggest:
    1. Move the Video card to the other slot
    2. Re-install the driver, use custom installation, on the next screen, put a check mark on "Perform a clean Installation"

I'm assuming you mean to move the video card to the other PCI Slot i will try that after work.

I have been using the custom installation and performing a clean install after i used DDU (driver removal). just to be on the safe side i would do that every time.

    But thanks for your input.

I have an OLD! OLD!! Asus 6770 i'm going to install that and see if that installs properly just to rule out other parts of my system but I'm fairly sure that it's the common issue with conflicting or drivers between Windows Update and manual driver installation.

That's a good idea, but try the other PCI slot first. FYI, normally when you run Windows Updates, Drivers for Video, Audio, Ethernet etc.... are optional. I always go to the official websites and download from them and ignore the optional updates.

Should i try it considering my motherboard 1 x PCIe 2.0 x16 (blue)
    1 x PCIe 2.0 x16 (x4 mode, black)

Unfortunately I'm at work and i have to wait until after work D:

This is what i'm reffering to as far as the "Known issue" via Nvidia website:
