Hello, I'm CrazyKilla

I got myself a gtx 780ti with a i7 3820 quad core 3.60Ghz, could the cpu be bottlenecking my gpu?
I don't exactly know how to compare hardware.

I don't think so that any of the hardware mentioned will bottleneck each other. Are you getting some errors or BSODs?
