Windows 8.1 messed up screen resolution

After making the terrible mistake of upgrading to 8.1, the resolution of almost all my programs are messed up. They look very blurry, as if they're being stretched or something. I'm using a Lenovo Ideapad Y510P with screen resolution 1920x1080. The only method to correct this, that I found so far, is to go to every single .exe's properties and disable "disable display scaling on high DPI settings". Yes I know I can go to control panel and set a resolution for all programs at 100%, but that will make the text on the programs way too tiny (including Windows UI, like icons, start menu, etc) that they're barely readable, way smaller than Windows 8.0's size. The correct size for the UI is supposed to be about 125% scaling, comparing to Windows 8.0, which is a size I'm comfortable with. But if I set the scaling in display options to 125%, then all my programs will be blurred again.
Does anyone know how I can fix this? It's getting really frustrating.

It was moved by one of the admin people probably Shawn or John. If they moved it, it was where they as owners of the site felt it would get better exposure, hence giving your problem a better chance of getting solved. If it has nothing to do with the graphics card then where would you think we should start looking in order to help you?????.

It's clearly a software problem, as Windows 8.0 did not have this problem.
    Graphics card = hardware.
I don't see the connection between "Windows 8 OS problem" and "graphics cards". If it's in the wrong forum then wouldn't that get less exposure to help?

Then what software do you think is causing your problem. Have you even taken time to see if your graphics card manufacture has put out an update. . .just a question.

    Scaling level

Late to the game here but I had the same problem. It seems as though Windows has attempted to make different DPI displays work better together. However not all software has implemented all the "fixes" for windows 8 yet. You can disable the independent DPI scaling by following this technet:
Some desktop applications may appear blurred on high-DPI displays
