I actually think it's integrated but yeah, how do I do it?
According to running a random game on systemrequirementslab.com (Dead Island), my dedicated video RAM is 32mb, which is... bleh. It's not a custom built, I bought it from the store.
Here are specs according to dxdiag:

The only detail you need to know - you just cant do it. And its not bleh, video ram is the last thing you should look at, it doesnt give you anything.

There is no dedicated graphics RAM in the Inspiron 5323. It uses system memory.

I don't know whether it's fixed or dynamically assigned. Windows 8 wants a lot more than 32 MB, though.

Is there a BIOS setting to set how much RAM is used by the graphics controller?

Beats me. I'd suggest the manual, but I don't find one at support.dell.com that lists the BIOS settings. All that I can suggest is poking around in the BIOS to see whether you can turn it up. The Dell BIOSes that I've seen have tended to have few settings, but I hope that they'd allow you to configure the onboard video.

You can stop searching for that, cause it doesnt exist. intel integrated graphics uses ram for video ram, and that 32 mb is just minimum reserved ram for video or something like that, most important thing is that ram allocation for video ram is fully automated and "Approx. Total Memory: 1664 MB" says, that it can use up to maximum 1664 MB of ram for video ram. So if you wanna to improve your games performance a bit, you can buy the fastest ram your laptop supports.

Plus, if such an option would exist (looool), it wouldnt do a sh1t, because it doesnt matter, if games or other programs would load more content into ram, or video ram, which is the same simple ram.

There is a program that combines dedicated and Virtual memory for graphics cards, dont know if it will work for that system - Virtos or something... Virtu:

about lucidlogix

His CPU is compatible with it, but you have to have both dedicated and virtual video. Not sure, read the specs, see if you can run it.

Recently lost my Windows 8 on my main PC, had to go back to Windows 7.
Dedicated video RAM is a physical part of the video system and cannot be upgraded. But I suspect that isn't your real problem anyway. That is likely the lack of performance and features of the integrated video. What you have isn't that bad for integrated video but it isn't in the same league as a dedicated video card. You would probably need a new PSU as well as that provided by the OEM is adequate for the stock equipment and little more.
