Screen flickers on system notifications and clicking

In Windows 8, when I click on certain things or when a system popup occurs, my screen flickers and it is driving me nuts. How do I turn this off?

I have an XFX Radeo 6670 Graphics card using HDMI it is connected to an HDTV. I don't think this is the problem as I have already played around with refresh rates. I'm sorry if this is something really obvious, but I searched and all the results mentioned the refresh rate, it's not a constant flicker, just one flicker when a system notification pops up or when I click on certain things, but I can't say there is any trend as to what those things are.

Please help, it is still doing it . It even happens when I type something into search on Google chrome and there is no instance on the page.

Is this a feature of windows 8 I can turn off?

Hello shsesc,

I recon your best bet would be to remove any graphics drivers installed on your machine, make sure that all traces of the drivers are removed. This includes registry files and all local files. There is software out there that can do this for you. Then install the latest drivers and make sure they are certified for Windows 8.
