4GB memory ram installed 3.80 usable, why?

If it were the 32 bit version you might only have 2.4 gig usable!

If you do have a built in video adapter (along with your real video card) turning the built in one off in the BIOS (if there is a seting for that) might help some.

Not necessarily. 3.25GB is more typical.
