Most hardware today is not designed for software almost 20 years old.
Most software today is not designed for 20 year old hardware.

Geez, I remember that 640k memory barrier.

And today - still - we have to work with a 2 TB storage barrier
unless going to GPT.

Do you have to recover data or is it just a hobby?

My basement is loaded with junk cables of every type
that will soon be tossed out as they are useless
relics from the past
during the MS - DOS / Windows 3.0 / 3.1 / 95 / 98 / Millennial Edition era.

Small business. It runs my vpn. I have used it for 20 years as you said and I have never had any issues until now.

Interestingly, just tonight I was considering setting up a vpn.

Personally, I don't want to spend the money
for vpn hardware at the moment but am considering it.

Someone more knowledgeable about these matters could respond,
but there seems to be routers that can set up a VPN.

There are also VPN services available for a monthly fee.
Owning your own VPN device seems like a better option.

Define "recovery disks" I'm not exactly sure what you mean by that? There are floppy disk boot disk sets, but I do believe that is for installing on old hardware that won't boot from optical media?
What is your exact issue, and why do you need recovery disks?

The Windows 2000 install CD was bootable and that was the preferred method of starting the install or begin repair procedures. The problem was that there were many computers at the time that were fully Windows 2000 compatible but could not boot from a CD. The set of 3 floppy disks began the boot process and created the environment where the CD could take over. They had no other function. If you can boot from a CD you don't need them. If you can't boot from a CD you need a floppy drive and disks.
