I have recently finished building a desktop and have been trying to install windows 8.1 for some time with no success my hardware is:

Mobo: Asrock 98ODE3
CPU: AMD FX-4300 3.8GHz Quad-Core
Graphics card: PowerColor Radeon R7 370 2GB PCS+
RAM: Kingston HyperX Fury Black 8GB (2 x 4GB) DDR3-1866
Hard drive: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive

I have created a bootable USB for Windows 8.1 pro and set the BIOS Boot priority as the USB 1st and hard drive 2nd.

Each time I try it begins to boot showing the windows logo but will then show an error screen showing:

'Recovery
Your PC needs to be repaired
The application or operating system couldn't be loaded beacuse a required file is missig or contains errors.
File:\windows\system32\boot\winload.exe
Error code: 0xc0000001
You'll need to use the recovery tools on your installation media. If you dont have any installation media (like a disc or USB device) contact you system administrator or PC manufacturer.

Press Enter to try again
Press F8 for Startup Settings'

Attempting to press either Enter or F8 will cause the scren to flash black for less than a second and return to this error screen.

any help with this issue would be greatly appreciated.
thank you

When you clean install Windows:

Do not change the boot priority in BIOS/UEFI.

When booting system, press "F11" (you have an Asrock mobo) to one-time boot menu and then choose booting from USB flash drive.

I have tried it this way also but it simply follow with the same error screen as before.

Error code: 0xc0000001 indicates that there might be some issues with the booting device or some booting files are corrupted.

How would I go about fixing this issue?

If the installation media is not corrupted.

Using Pmagic, I deleted the C: partition and created a new NTFS partition in its place. I then went in to the bios to make sure my boot sequence was set up properly, and the DVD begins to boot (I get the windows logo) however, after about 30 seconds, I get a blue screen saying:

Recovery:
Your pc needs to be repaired.
The application or operating system couldn't be loaded because a required file is missing or contains errors.
file:\windows\system32\winload.exe
Error Code: 0xc0000001

I tried both secure boot on and off, UEFI and legacy mode, but I am at a loss. There is no OS whatsoever on the machine now, so not sure why I am having this problem.

I actually solved the problem myself. The issue was with my RAM. Even though my RAM was rated 1600Mhz, I was getting crazy errors in memetest86.
I went in to my bios and set the RAM speed to "auto" and it set it to 1333Mhz, and then there were no errors in Memtest86, and the original Windows 8 DVD would load properly.
