error 0xc1900101-0x20030018 updating w8.0 to w8.1

HI.
I've got a Dell Inspiron 660S that I'm trying to update to W8.1 from W8.0 and I keep getting this error every time I try.

Here is what I have done so far:

uninstalled speccy, avast
updated all legacy programs
updated all store apps except Microsoft Solitaire and Photos (they refuse to update)
ran Windows Update - took everything except .Net Frmwk 4 and Skype
ran disk cleanup, making sure to delete all temporary files
checked the prefetch folder and it's at 0 bytes

Having problems with DISM:
Dism /Online /Cleanup-Image /RestoreHealth doesn't complete
Dism /Online /Cleanup-Image /CheckHealth doesn't complete
Dism /Online /Cleanup-Image /ScanHealth says component store is repairable
Dism /Online /Cleanup-Image /AnalyzeComponentStore won't run - says it's not a good command or something like that

sfc /.scannow has 2 problems which will not resolve:
2015-11-12 21:38:05, Info CSI 000006e1 [SR] Repairing corrupted file [ml:48{24},l:46{23}]"\??\C:\Windows\SysWOW64"\[l:78{39}]"api-ms-win-eventing-provider-l1-1-0.dll" from store

I grabbed the ESD file from the C:\$Windows~BT\Sources folder, and successfully created the W8.1 ISO, using the ESD to ISO tool from W10 forums, so I know it's not a bad download.

I'm just about out of ideas. I hope someone here can suggest some. Should I mount the ISO I created and run setup.exe from within the W8.0 OS? I hate to do that if there is something about the system that won't take the upgrade. Thanks.

I know you're good friends with Wyn. I remember and ask her why she was not able to upgrade a machine from 8 to 8.1. I think it had to do with the processor? Check the SecurAble program in the "Installation" section about PAE, NX, and SSE type processors here: http://www.eightforums.com/installa...s-take-installing-setting-up-windows-8-a.html


Have you tried upgrading via the Store? Is there a link there? If not there is an update that does so. Shawn should have it in a tute here in 8F.

Those broken files concerning the Store concern me. Is there a install log file of the failed install on your machine? If so, look in there.


Never heard or seen anyone installing with an ESD to ISO with 8 to 8.1, (migfht not be possible with OEM key?) just a fresh install with ISO downloaded from MS site. Check.this out: http://www.eightforums.com/tutorials/18309-windows-8-windows-8-1-iso-download-create.html


Are all drivers up to date? You might want to disable startup items and unplug any unnecessary devices before installing.

Thanks - I will have a look at this later. The upgrade is not urgent, and I probably won't get back to this now until after Thanksgiving. But, let me just say this: There are three of these systems I am dealing with - one mine and two for friends. We got them all at the same time, and they are identical. Mine is upgraded to 8.1 ATM, the second I upgraded to 8.1 and then 10. This third one, which has been used the least, and has the least on it, is the problem. I just don't get it...

Yes, me too - those 2 apps, and the W8.1 upgrade - all "Store".

That's a good point. I would assume so, since auto-update is on, but I will make it a point to check that.

That's what I'd do - nothing to lose really if you have a backup. It will either work or not and with in place upgrade you'll keep all your settings etc. You could have a look at option 4 here http://www.eightforums.com/tutorials/2234-upgrade-install-windows-8-windows-8-1-a.html

If you want to fix the store corruption first (the upgrade would probably fix it in any case) you need to specify the source. To do this you'll need an 8 ISO, mount it and then run dism using the /source switch - something like this (after mounting the ISO - change D if it is mounted elsewhere)

dism /Online /Cleanup-Image /RestoreHealth /Source:wim:D:\sources\install.wim:1 /limitaccess
