Fan Control Software

I've been looking online as Dad's just got some new fans and they are beefy as hell, do the job... but their a bit to powerful and seem to be on full speed and would like to silence them abit.

I've looked around and cant really find any fan software except speedfan which I've got on my PC but it only works on 1 fan and doesnt work on any fans of his (their 3pin) and I know it can be a complete bugger to setup. so was wondering if there are any recommendations on fan control software

That splitter can't and should not be connected to MB, it's bound to burn it to crisp !!! Please no advice like that !!
That splitter would make a fan connected to it run full speed only, no adjustments possible and no RPM detection. No control whatsoever. For full fan control it's necessary to use PWM (Pulse With Modulation) 4 pin fans connected to 4 pin MB connectors or third party fan controllers. .
