Windows firewall error 0x6D9 and 13

Hello everyone,
My firewall doesn't start anymore. The problem started after removing the damn iStartSurf (virus or whatever threat that is). I used adwcleaner_3.310.exe ( What is adwcleaner_3.310.exe ? | System Explorer ) that is the one that, I suppose, really removed the problem and then Malwarebytes Anti-Malware just in case. This last didn't find anything as I was expecting. (these steps are part of a guide for removing iStartSurf)

After rebooting, because adwcleaner finished its task, installing the anti-malware, while scanning with the latter I saw (not sure it wasn't already there since the log in) the control center complaining about the firewall off.
I thought because of the scanning. At the end of the scan I couldn't turn the firewall on anyway.

I have followed a lot of guides and used different "fixing tools"... but nothing.

Error reported:
- If I try to start the firewall from servises.msc it give me the error code 13
- If I try to open the advanced settings of the firewall from the control panel I get the error code 0x6D9


I don't know anymore what to do.
Guys help me, please! :(

This is what I got... so it didn't solve my problem because there was nothing to fix according to it.

You might consider uninstalling the Avira anti virus program you are using, reboot and see if the situation improves.

Done and nothing. I installed then avast free but no improvements as well

Most AV's add their own firewall & automatically disable Windows firewall. If the AV wasn't uninstalled properly, the remnant files could cause a problem.

I knew about that tool for fixing the firewall, but unfortunately it can't be run on Windows 8.
If you find the version for windows 8, I'll give immediately a try!

About the repair stuff, it sounds like a good idea. Also because I tried to use restore points and all of them failed and not only this, after failing some applications crash when launched, hence they are impossible to be used. I even uninstalled them (with revo uninstaller pro) and reinstalled again but still crashing at the launch.
I don't know why everything is getting worse and worse simply... not doing almost anything :(

The Refresh option will reset the firewall. But the repair is probably the one to try 1st.

Once you get everything sorted, it would be a good idea to keep a system image handy. Put it on an external drive & make images on a scheduled basis. Keep 2 or 3 older ones in case you inadvertently make one with a virus/malware one it, that way you have something to fall back on. Next time this happens, you just use the system image to restore your PC.

Hopefully one of the tutorials above helps you get your system back in good running shape, however, there are times that corruption goes beyond a certain point & a clean install is the only way to fully restore it.

Just curious, have you run TDSSKiller to rule out the possibility of a rootkit?

When running TDSSKiller, launch the program, click on the blue text "Change Parameters" & check the box marked "Detect TDLFS File system." Click OK & then run the scan.

If I'm going to lose all the 3rd part applications, there isn't so much to do more than a back-up of my data in documents. So I am considering formatting and reinstalling again. Then my question is: I have an asus pc but I don't have their copy of windows. How should I format without an original copy? Any help?

Anyway the advice of keeping everything as you said it's very nice and professional, I'll give it a try

About the program, I've run it and there is something, but I don't think that's anything too bad

By default anything listed as "suspicious" isn't deleted. You'll have to investigate that to see if it is a malicious file or not. Just looking at it, I would say probably not.

I think that I have the recovery partition, if yes all I need to is it just doing this factory reset (same we do on Android?)?

You'll have to go to your manufacturers site to find the exact procedure. Sometimes, you just need to hit one of the F buttons while booting to go into recovery mode, other times they send a bootable recovery CD that you use. If you have a recovery partition present, then it's more then likely hitting something like F12 during the boot screen to go into the recovery options..

But for now I have to concentrate on exams that are coming XD

Oh yeah, midterms are coming up aren't they? Wish you lots of luck on the tests. I always tried to take as many online, go at your own pace classes as I could so I could knock out the assignments ASAP & then I could concentrate on the testing part. Most of the time by mid terms I had all the homework done for the entire semester (that's my ADHD though, but it was nice to get them out of the way)

At the moment I'm struggling with the implementation of neural networks for a course in Ai. The hand-in is getting close so I need to concentrate more on that before working on this bad machine that's not behaving very well.
