Windows 8 Not Shutting Down

Hey guys, I got Windows 8 a couple weeks ago and I have loved it up to this point. A few days ago i tried shutting my computer down and whenever I did so the sidebar (where i shut it down from) would just slide back and the computer wouldn't shut down. I've tried multiple methods like Alt+F4 on the desktop and shutdown -s -t 00, and also when I try shutting it down from the login screen it'll freeze on my login screen background and only my mouse would be showing. I have noticed another thing though. Whenever I try to shut down, these two processes start eating up the usage on my CPU Problem.png
Windows Start Up Application and Windows Log On Application. If someone could please give me a solution it would be very much appreciated. I hate shutting my computer down by holding the power button. Thank you in advance!

I'm not sure why this would happen specifically, but does this computer perhaps have a PS/2 or USB keyboard attached? If so, there may be some debugging we can try.
