CAPS LOCK is reversed (types in lower case)

I recently got this HP Pavilion 13 x360 (Windows 8.1) from a coworker that is completely wacky. The Caps Lock key isn't activated but everything typed comes out as UPPERCASE. When the Caps is activated, everything typed comes out in lowercase. In other words, it is reversed. Thought this wasn't so prevalent until I did a google search and voila, it has been going around for years now with other PCs (Dell, HP, Lenovo). I've tried all the tricks posted at others forums but nothing. I even tried an external keyboard but same deal. Thinking it was a hardware issue, I decided to boot the computer using a Linux Live USB (LUBUNTU) and the keyboard worked normally when using Linux, as it should do. So I'm guessing either a Windows corruption or a deal with the registry or something out of this world.

I don't want to format the PC or do a Factory Restore deal so any ideas besides those extreme ones are welcome, thanks!!!

Try this trick I learn this via searching in some forums
"Try this trick. Go into Microsoft Word and type "tHANKS" and it will autocorrect it back to "Thanks" and your keyboard should be in sync with your monitor. I've noticed that my screen says the caps lock is off but my keyboard says it is on and after I try this trick it works again."

ToggleKeys

I am clutching at straws but maybe ToggleKeys is switched ON. To check this press on the CapsLock for 5 seconds and see if this fixes the problem. If it does fix then ToggleKeys must be switched on. To stop it happening again click on the "Start" key and type "Togglekeys" (without quotes) into the search box and hit the Enter key. If Toggle Keys are on the box will be ticked so untick it and click on Apply then OK or just on OK. This will prevent you from switching ToggleKeys back on by accident should you (or any other user) inadvertently press on the CapsLock key for 5 seconds. Hope this works.

Forgot to add...

When the PC is rebooted (or turned on) and during the login process (log on window), it gives this message:

Do you want to turn on Filter Keys?

No matter if I answer yes or no, the PC always goes on the reversed mode for the CAPSLOCK and when rebooting it, it will keep asking the same deal. Now the Synaptics pad isn't working at all, need to insert a USB mouse to work on it. I also tried OS Elementary (Linux) and the keyboard works fine.

Still need some help!

Because “strange things” are happening maybe the OS is becoming corrupted (a failing hard disk?)? To check this have you tried running the “sfc /scannow” (note the space after sfc) command in a command window to see if it picks up any problems and fixes them? You’ll need to open the command window in “Administrator” mode. If it does fix the problem then try running it again in a few days and if it finds problems again then possibly a read/write issue from/to your hard disk? I am assuming you have up-to-date anti-virus security installed so probably not a virus causing the issue.

I should add that this command takes around 20 minutes to run and sometimes throws up a message saying that corrupt files were found but it was unable to fix them. Other people have had this message thrown up and it seems to be a known Windows bug. Also this command only checks the system files. To check your hard disk for bad sectors and other faults you need to run another command "chkdsk /f" (note the space). Again run this in a command window in Administrator mode. If bad sectors are found they will be marked as "bad" and no longer used by the OS. This command is a 5 stage process taking around 1 hour depending on your disk size. The /f switch is the one that tells Windows to mark bad sectors so they cannot be written to. If you run this command several times with about 5 days in-between each run and bad sectors keep getting found then this is a sign the disk is on its way out.

You are a genius! I just got a new keyboard because I thought my old one finally messed up from all the banging to get the debris out...I know, really bad lol. Anywho, noticed same think w/ new keyboard so googled and came across your reply which fixed my problem. Thank you :)
