insert picture dialogue box grayed out and not responding for ms office word and publisher

my sister has a computer running windows 8 and recently this problem popped up. never had this problem before

she has a lenovo touch screen desktop the kind that has the hard drive and chassis built into the display.

core i 5
6 gb ram
