Delay in Meda Centre remote button press being recognised

I had an intermittent problem develop some time ago and I put up with it but now it is getting worse and I could use some help.

I have a Media Centre remote with a USB IR receiver. When playing video (recorded TV, DVD's, media files) in Media Centre on an 8.1 PC sometimes key presses on the remote are not immediately acted upon. They seem to queue up in the PC and after a delay all of them are processed at once, and this delay is getting longer; it is currently up to about 60 seconds.
i.e. I press the skip key which should skip forward 30 seconds in the video and nothing happens. I press it three more times and nothing happens. After the delay period it jumps forward two minutes.

This is an intermittent problem and for the majority of remote key presses they are acted upon immediately.

Given that the key is registered by the PC but not acted upon I believe this eliminated the remote and the IR receiver as the cause (though I have tried another remote with no change to the issue, I don't have another IR receiver to try).

I have been tempted to turn off my antivirus (Avast Free) to see if that has any effect but haven't done that yet.

This is a purely Home Theatre PC so there is no gaming or other apps running on it. It does have BluRay software (Arcsoft Totalmedia Theatre 6) and the K-lite codec pack installed.
