Windows 8.1 misconfig.exe Safe Mode help

Yesterday I got a virus on my HP laptop running Windows 8.1. I could not do a system restore, access my AVG or my CCleaner. I was slowly deleting the files before shut down, restarting and trying again. I tried to go into Safe Mode using F8, Shift F8... blah blah blah. Nothing worked.

So I googled and found that you could go into Safe Mode using the misconfig.exe, I did it. Now my computer will not boot at all. I get a black screen with no cursor, no Windows logo... nothing. I unplugged my computer and kept it on hoping that the battery would die out and maybe the computer would reset itself. Nope.

I found your forum this morning and on the advice of MrGeek went to FoolishIT and downloaded the Bootsafe, transferred to usb and restarted my computer. Still no joy...

I am desperate. Can't afford to pay someone for repairs and just started an online job that I now can't do. Any help would be greatly appreciated. Thank you in advance.

Since posting this morning I also created a usb with the below information from Windows. My problem is I am not able to access anything to apply Bootsafe or install new Windows 8.1. I turn my computer on and hit ESC (boot menu key) hoping to get Bios.

To create an installation media, you may follow this article to see if that helps.
Create installation media for Windows 8.1
Perform the Automatic repair:

a) When your computer starts, wait for the manufacturer logo to check the option for boot menu, it will usually be F12.
b) The boot menu key might differ with each manufacturer. If you are unable to find the boot menu key, you may refer the user manual.
c) Restart the computer, when the manufacturer's logo is displayed, keep pressing the Boot menu option key to enter the boot menu and change the boot option to CD\DVD ROM.
d) After you boot your computer using Windows 8 DVD, a black screen appears with gray text "Press any key to boot from CD or DVD". Press any key.
e) Select the correct time and Keyboard type.
f) Click Repair your computer in the lower left corner
g) Click on Troubleshooting, advanced option and then click Automatic repair.

You may also try disconnecting all the external devices (printers, scanner, USB (universal serial bus)drives, etc...) except mouse and the keyboard and then boot up to check the issue.

HOURS LATER: I took my computer apart and popped out the COS battery for a few minutes hoping this would reset to default. Whether it dd or not, I do not know as I still can't get even a manufacturer's logo.
