MSI Laptop.
After login, and desktop appears, all icons flash repeatedly. If I am able to launch an app (generally can't) the app screen is normal.
1. If the affected profile is started in safe mode, all appears to be ok.
2. Problem appears to be restricted to a single profile. I created a new user acct, and that is working normally. ( I would like to repair the existing profile, not re-create a new one)
3. Have AVG installed, downloaded the Microsoft scanner, no malware detected by either app.
Problem appeared after a visit to a Russian web site to download software for satellite imagery
That may be coincidental.
Have tried reverting to a Windows restore point - no change
