When i press an application's icon that is on the taskbar in order to change to that application's window-it just changes the color of the current's window border to inactive and that's all. it doesn't change to the other application. i have to go to the desktop where no window exists and then press the button on the taskbar.

Does this happen no matter the initial window with focus? I am wondering if the initial top window may have "stay on top" attribute set.

I don't understand what is "the initial window focus". now i see that it happens only with the Chrome browser on top, or on focus. where do i change the attributes of this window?
I closed and reopened Chrome and it was fixed, now i switch to other applications easily. what happened?

I am not sure what happened. It sounds like somehow something set the Topmost attribute of the program's window. I have a freeware called Topmost Toggle that sits in the tray. You can toggle the active window with a hotkey. Also when you toggle it the new status of the Topmost attribute is displayed. You may download from my page. Please read the included Readme.txt as it will likely answer any usage questions you may have.

If you run TopmostToggle.exe it will show a teal icon in the tray with TT displayed. You do not have to click on a menu. Control Right Click the mouse anywhere in the active window should toggle the Topmost attribute. Then it will show a small rectangle with text telling what the attribute was set to. Topmost either On or Off.

But TopmostToggle has to be running in the tray to do anything. If you don't need it anymore right click the tray icon and left click on Quit to unload it from the system tray. If it still does not do anything then it may be that you reversed the mouse buttons in the mouse settings. In which case Control Left Clicking the mouse should work.

I don't know of any way to do that if the program itself does not offer the option. That's why I wrote TopmostToggle.
