Different shell extenstions presented on different HDD's.

I'm working from a relatively clean Windows 8.1 installation. I have installed foobar2000, and activated the shell extension feature and made all music files default for foobar2000 to open.
If I have a music album sitting on my desktop (C: is a SSD by the way), and I right click I am indeed presented with the option to Play or Enqueue in foobar. The same music folder when sitting on my 6tb F: does not give those shell extensions but instead replaced with Windows Media Player equivalents. What gives? Why are my shell extensions doing different stuff depending upon where I right click folders?
