PC lags every few minutes for a few seconds

Hello,

As the title suggests, my windows 8 laptop lags every once in a while for a few seconds. During these lags webpages don't load, actions such as opening folders do not work etc. but the mouse moves normally. After a few seconds, everything gets back to normal. This seems to occur randomly and the RAM is not overworked during these times (available 16gb). The problem started shortly after I installed the new version of an antivirus software that clashed with the system and prevented it from shutting down, forcing me to manually shut down the laptop multiple times. I have since removed the said software and the laptop shuts down normally but the lags persist. I performed windows refresh and reinstalled only the essential software I use, all of which were present before the problem manifested but the problem persists. Graphics card driver and windows are up to date. While the lags never freeze the PC or cause BSODs, they are annoying as they interfere with my work. I am wondering whether repeated forced shut downs caused a hardware malfunction somehow. Any suggestions on identifying the root cause are greatly appreciated.
