Windows 8.1. 6GB RAM. 1TB Video RAM. Plenty of drive space on 1TB HD.
The only answer I can find for not being able to drag and drop files is in the Windows 7 forum (right click file, hold, press ESC key). Unfortunately it does not work. And I primarily drag/drop files on the desktop. Moving/copying files from within Windows Explorer works fine.
I did however, come across a strange behavior. My Windows Explorer is half a screen and I'm attempting to copy to desktop. All I get is the icon that says "no, I don't think so". BUT if I click and drag the file to the lower right corner (show desktop) I can D&D copies fine. Any other way doesn't work. Well, cut/copy and paste does, but that's a little more work.
I believe that D&D is a fundamental procedure that when you can't use it, it's frustrating. This odd behavior just recently started. It's not going to kill me, but it's lengthened time for doing a simple task.
