"A required privilege is not held by the client" .exe

Hello guys! I've tried everything in mind to fix this error: A required privilege is not held by the client

Unlike most results that came up through searching, this happens when I attempt running an .exe file, but not any .exe, it happens only to some of those files. I've tried every provided solution I've found:

1) secpol.msc local policy
2) disabling/reenabling UAC multiple times (using registry as well, even with UAC on it doesn't budge)
3) advanced sharing for Everyone on entire C: drive
4) tried creating a new user with administrator rights
5) used tool Tweaking.com (Windows Repair All In One) and ran repair Reset file permissions
6) tried scanning disk using SFC, corrupt files were found and repaired, however problem was still not solved.

I am quite out of options, and formatting in my case is something I definitely want to avoid. Any suggestions?
