Border of window I'm using blinks & mouse acts up.

A few times a day, the one window I'm working with, whether it be Firefox, a spreadsheet or NoteTab Light will have the border of the window blink off and on at a rate of 40 times a minute. Equal time off as on; 1 & 1/2 seconds on, 1 & 1/2 seconds off. This will continue for about 2 minutes. While it is blinking and I try to use my mouse to "copy" a long list of info, I can highlight as much as I want ... until... it blinks on again. Then the mouse stops moving on the screen. Once it blinks off, I must start to try to "copy" again but it only highlights until it blinks on again. After the 2 minutes or so, I can "copy" the complete list once more without problems. I'll be fine until the next blinking episode starts which may be 3 or 4 hours.

Another action that is interrupted while the blinking is going on is if I left click on a "drop down menu" at the top of the page, it opens up the menu but as soon as it blinks "on" the drop down menu goes away. I left click again, the drop down menu shows up but goes away with the next blink on. This happens in Firefox, a spreadsheet and NoteTab Light as well.

I've had 3 windows open at the same time, 1/2 screen for Firefox and 1/4 screen for the spreadsheet and 1/4 screen for NoteTab Light. When this has been the situation, the blinking only affects the border of the window that is active. When I change windows, the border of the new window starts blinking.

Just ran "Malwarebytes Anti-Malware" and it found nothing.

When I logged on, it started to blink. I quickly clicked on "Internet Access" and shut it off. The blinking immediately stopped.

Any ideas about what may be causing this problem and how do I fix it?
