system refreshes while right clicking on a file or folder

i have this weird problem when inside file explorer, if you right click on a file or folder, the system refreshes(kinda, i guess)[video=youtube;cHShavC0Vnk]https://www.youtube.com/watch?v=cHShavC0Vnk[/video]
ran ccleaner,but didn't help.

That vid gave me a headache. But, when a vid is done, more vids are presented for viewing. I found several about recovering old army tanks that were either in mud or under water. I could spend hours watching those.

Sorry I can't help you with your problem though, other than to say.....
Over several years, I've tried CCleaner twice, and both times it's left my PC UN-Bootable. In both cases I've had to resort to a Ghost Restore to restore a backup copy of my C: drive and get my computer working again. So I've decided that CCleaner is just too dangerous to use, and I'm a very experienced Computer Tech, of 36 years.
