Solved After Windows Login, Windows Unresponsive 5min then quick

So I have my desktop setup so it auto-sign in. When I reboot my computer, it is usually extremely quick(Primary driver is Samsung 850evo) but once it gets to the desktop, it is unresponsive for up to 5 min. No startup applications load during this time(in the notification area of taskbar/no popups), I cannot open file explorer or task manager and RDP to this computer is not possible at this time. Then when it becomes responsive, all the startup applications load within 5-10 seconds and the computer runs perfect. I have gone through and disabled some startup applications that I didn't find necessary and this does not fix the issue. Also when I right click on taskbar, it responds but any options I choose such as task manager will not load until that 5-10 sec period where everything loads.

Anybody have an idea what this could be? I have never seen an issue like this before.

UPDATE - So sometimes 2 applications load immediately and then the rest load 5 min later. those 2 applications are TeamViewer and Samsung Magician.

UPDATE 2 - So I installed BootRacer and tested it:

Windows Boot - 6
Password Timeout - crossed out 0
Desktop - 243

It seems like you are loading Team Viewer all the time? As far as I know there is no reason to run it unless you need remote analysis of a problem. Stop running it and see what happens.

I set TeamViewer to manual and restarted. it did not help at all,BootRacer desktop value was slightly higher but never got an average time to begin with. I now disabled Samsung Magician RAPID mode and restarted, which didn't help, It was roughly same time.

Any other suggestions?

Do you have any network drives mapped on this system, It's not likely but I have known these to halt the start-up for a time as they are checked, and rechecked.

It can also be related to other Network attached devices such as NAS drives and remote printers. I have also known similar delays on systems which are used in work with a server and at home without the server accessible.

If this is the cause then there is not much you can do except to ensure that any such devices are present and working before you boot

No I don't have any network drives mounted to it. It is my home media server using Plex and one of the directories is shared but it has done this since before I used it in that way. It did auto-discover all of my FIOS Set top boxes but I removed them all and rebooted and it didn't make a difference.

EDIT:
Do you know what logs/events I should be looking at?

So I looked through the event viewer and found an event that stated RasMan hung for 3 minutes. Disabling this fixed the issue but I do not know what caused it. The service is set to manual mode by default so something is starting it and then it is hanging.

EDIT - [DEL]Below is the event just before the above mentioned event:[/DEL]

The event below happens directly after the 3 min hung message event

https://technet.microsoft.com/en-us/library/dd348898%28v=ws.10%29.aspx

After this event, I receive this message event:
[SUP]Remote Access Connection Manager failed to start because the Protocol engine [C:\Windows\system32\vpnike.dll] failed to initialize. The system cannot find the device specified.
[/SUP]
Any ideas or what disabling it could effect?

Thank you for your help, you gave me some ideas and some motivation to go digging for answers....also had some free time for once lol.

Rasman is a windows process that facilitates remote access to remote systems, in your set-up it could be related to either the Plex or Teamviewer, (although I thought Teamviewer was self contained as it's cross platform),

There could be something in the set-up that uses it to locate remote stations, (which would suggest plex trying to validate its STBs)

When you said you had set Teamviewer to manual was this the service? or the start with windows in the program, if the service is set to manual but the program is still loading it will start the service - a way to prevent this is to un-check the start with windows tick box (in advanced options IIRC.

I turned off network discovery when I removed the FIOS STBs and they have not reappeared on the left nav. pane and are not listed in devices and printer.

I used Teamviewer in unattended mode at one point to access my computer remotely but I don't really use it anymore. The service was set to auto but when troubleshooting today, I changed it to manual. The problem persisted after teamviewer was set to manual.

EDIT - I forgot to mention that this issue was occurring before I installed Plex. Its been going on for a year or more, I just dealt with it by not shutting down/restart much.

Manual start of services is not restricted to user intervention, if a program requests access to a service, that is stopped, if the service is set to manual it will start, this could actually cause the delay as there are quite a few dependencies related to remote computing, including the RASMAN process that was hanging, In the actual Teamviewer settings there is a start with windows option, if this is not checked and the service set to manual then you can always manually start Teamviewer, (which will start the service), if you need it

I understand what you are saying. The TeamViewer service was not running when set to manual and the TeamViewer notification icon did not appear at all so I do not think it was running even during the initial boot when it is unresponsive. Just to verify, I disabled the TeamViewer service and rebooted, it still behaved the same. Disabling the RASMAN service seems to be the only way to prevent the initial hang.

OK the rasman does look to be the issue, will see if I can find any possible detailed checks for it specifically off Microsoft Technet

Update

Nothing specific I can see, there are a fair number of reported issues the same as yours but all have different backgrounds

A check of start-up conditions suggests the normal for Remote access components is everything to be set manual except the Remote Procedure Call (RPC) &, RPC Endpoint Mapper which are set to automatic looks like some app had set Rasman to auto :)
