PC Freezing When Hovering Over Start Menu Button

Hey guys I've got an individual's computer here in our school district running Windows 8.1 that freezes for a good 20-30 seconds anytime the mouse is hovered over the start menu button or when you move the mouse over to bring out the charms bar. It also happens if you have a Windows 8 app open and you move the mouse to the top of the screen to bring down the title bar. It is basically instantaneous and doesn't allow you to click or anything. The weird thing about this problem is the start menu works fine if you use the Windows key on the keyboard.

I've ran a malware check and a virus scan with Avast as well as ran the system files check with sfc /scannow. I also tried disabling live tiles thinking maybe that had something to do with it but that was a dead end also. It happens on all profiles and restarting explorer doesn't help at all. I'm at a point where I'm running out of ideas so if anybody has any I'd greatly appreciate the help. Thanks guys!

I would try a different mouse. If that has no effect the next thing I would do is open Device Manager in Safe Mode and delete the mouse. Reboot normally. Windows will reinstall the same driver that was there before. For some reason this often cures flaky behavior.

Also if it is a Logictech mouse try another brand and see if it acts differently. It seems even after all these versions of Windows you can get some strange behavior out of Logitech mice on occasion. If the mouse is a USB mouse you can also try a different USB port and see if anything changes.

On my Toshiba Laptop pressing F9 disables the touchpad. Is there a similar key on yours? More than the busy mouse if I don't disable the touchpad when I type I get the caret jumping all around. But it may help to manually disable the touchpad when you have a mouse attached.

The other thing, if you haven't tried it already, is look for a forum on the Laptop's web site. Sometimes a user will post a work-around for quirks for certain makes or models, that you aren't likely to find on a general forum.
