Bluetooth Settings Don't Display; Tried Everything

Hi, I'm not super computer savvy and am struggling with this problem. Computer does not display bluetooth through charms. I've installed the drivers using DriverBooster and started the service. But I still can't find Bluetooth Settings anywhere. I'm trying to set it up to connect to a portable bluetooth speaker. I've been working on this for a week, would be grateful for any help you can offer.
