can't get Window to start in safe mode at all

I have a Lenovo Ultrabook. I can't get it to boot. When I run refresh your PC I get a message "the drive where Windows is installed is locked. Unlock the drive and try again (so this is not an option). If I go to advanced options I get 5 options (System restore, System Image recovery, Start-up repair), command prompt and UEFI Firmware settings). Note - I don't get the start up settings menu. Any one know why?

Start up Repair does not work (couldn't repair your PC)
To use System restore I need to specify which windows installations to restore. I need to restart the computer select an operating system and then select System restore. Need some help on how to do this please.

What can I do from the command prompt?
