What is COM Surrogate and why is it continuously using CPU

I've noticed that the CPU on my Windows 8.1 desktop seems to have been continuously used up by 12%-15% by something named "COM Surrogate" (see screenshot attached.)

Is there any way to find out what that is? And maybe stop it?

Why did Microsoft even make an option to tell your cpu to make background processes a priority.. That's amazing..

And when would you actually want your backgrounds to be more important than what your actually needing to use a computer for...

That's great.. Made me laugh

Anybody know what this setting even is for?? To help viruses in the background work harder? Haha..

Thank you. I'll try it next time. That Com Surrogate doesn't run anymore after I rebooted. So I can't tell if your solution would help or not...
