Windows Modules Installer Worker - high CPU for hours

I'm running a fresh install of 8.1 x64, on a C-60 processor and 4GB RAM. The system was fully updated, then today I did it again with about 175MB of updates.

Since then WMIW has been consistently using a lot of CPU - 40 to 60%. I understand it should run for a while. I understand there are two levels of optimization, and the second can drag on at low priority. The machine was barely used during this time.

I ran DISM /scanhealth and it came back with no corruption. Will this go away by itself?
