File explorer and Recycle Bin broken after last update

I have Win 8.1 on a Toshiba Satellite C75 and after the upgrade yesterday File Explorer and the Recycle Bin are both broken.

If I empty the Recycle Bin the desktop icon doesn't refresh and if I create a new directory, delete or rename files in any File Explorer window the changes are not refreshed. I have to go up one level and back down again to see the changes.

This is rubbish and I need to know how to fix it.

Clear the thumbnail cache and rebuild icon cache might fix the issue.

Thanks. I'll try those two and see what happens.

The recycle bin seems to be fixed but File Explorer is still broken.

Files do not disappear from the window when deleted and I have to navigate up the tree and back down again to make sure they are gone. Also if I create a New Folder it doesn't appear unless I follow the same procedure, neither do renames of files or folders appear to work unless the window is refreshed.

All very annoying.

Anyone got any other ideas on how to fix this?

Windows update just seems to create more problems than it solves.
