Windows doesn't remember system settings after restart.

Hi all and thanks for your time,I'm having a problem with my install of Windows 8. Whenever I alter any system settings Windows does not remember them after the machine is restarted. Some examples: - Any settings specified in MsConfig such as Services to run or ignore at startup.- Any Services in Services.msc that I set to Auto/Manual/Disabled.- DNS Configurations in the applet accessed by right-clicking on my WiFi/Ethernet connection in Control Panel > Network and Sharing > Adapter Settings. That's to name only a few.I have been repeatedly running SFC / Scannow. It claims to detect corruption and to have fixed the problem, but after a restart and running SFC again it gives the exact same message no matter how many times it's run.Could anyone here give some insight as to the possible route cause of these problems, or any methods to detect what aspect of Windows is faulty?Your assistance is greatly appreciated.

Something is most likely wrong with the system memory. I would recommend that you run the BIOS and do the memory test until it is done so that you can see what it finds. I have found that that helps a long time ago. I would try that if that does not work, then HOLD the SHIFT KEY and click on the SHUT DOWN on the CTRL+ALT+DELETE screen. A blue screen should show up after a minute or 2 and give you options. CLICK on ADVANCED and CLICK SYSTEM RESTORE

I dont think a memory issue would cause this. These settings are not retained in memory but in places on the hard disk, probably within the registry or a file elsewhere.

Try this. We are going to look for file system corruption. The sfc command does not scan for this, just system files themselves that have issues.
Open an elevated command prompt. (Locate Command Propmt under the start screen, then right click and left click on Run as Administrator)
Say Continue when UAC comes up
When the window opens type: chkdsk C: /R

It will ask you to schedule the scan for the next restart because it cannot perform the task while the disk is in use. Restart the system and let it do the scan. It might take some time, but if there is file system corruption this will find it and correct it.

After that, the system will restart. Log back in and open another elevated command prompt and type
    dism /online /cleanup-image /restorehealth

    After that finishes
    sfc /scannow

See if all this helps your issue. If none of this has any effect, then your installation as a whole may be corrupt.

If anyone here has ever used a copy of an OS held on ROM media such as a CD or DVD, my PC is behaving that way. What I mean is, it doesn't retain any system settings from restart to restart. It appears to write to other I/O devices on the computer just fine, but system settings, Windows settings etc. aren't remembered except in RAM (perhaps registry corruption or file corruption of wherever Windows stores user parameters).I'm trying the exact list and order of steps specified by Arazel. Hopefully it will show results but I've tried each of the individual actions suggested and they haven't solved the problem.Any further advice, especially to do with WHERE Windows stores such configuration information, would be greatly appreciated.
