Solved Windows 8 "Run As Administrator" Missing

Hi, I recently bought a new laptop and it has Windows 8.1 OS installed on it to my distaste. Nevertheless, I've decided to start using Windows 8.1 until I realized there are a bunch of options missing from this version of Windows 8.1 for some reason. It does not have the "Run As Administrator" option from the Right-Click Context Menu. It does not have the "Compatibility" options in the Properties menu. It would be great if someone could help me out with this problem. I have attached two images as an example to show how my Context Menu and Properties look like.

Your screenshots show that this is a .url file, and not an application file.

Only application files will have "Run as administrator" and compatibility options available in their context menu.

Oh my God. I can't believe that I was completely oblivious to the fact that the file was a shortcut created by Steam. Thank you very much. Solved :)
